I'm quite new in Xcode 4.3 and whenever I try to compile my project in the required IPA format for Testflow I ask a developer id, this is the only way to pay $ 99 / year fee?

Yes, you need to subscribe (non-jailbroken) devices to roll out. Without a subscription, you can only test in simulator.
