How to make these jquery pop ups fall back to css when javascript disabled -

I have this pop up menu that I plan to use on a map. If Java Script is disabled, I want to return it to CSS hover. I have tried with brother selectors and can not get it to work.

Here's the thing:

Try it for all places: < Pre> # location1: hover pop-up {display: block; ambiguity: 1;}

add transition to feed-in / out effect
