Facebook app tag photo of page -

I have albums and I have a Facebook app. I want people who use my app to be able to tag photos on my page's albums. I use this graph API Post Call:

  PHOTO_ID / tags / USER_ID    But what happens is that this tagging and page in the page account We must also confirm that in the account receiving this tag, we will have to see photo-by-photos and new tagged images in the account.  
 Please note that tagging from the Facebook.com website on the photo is very easy and has been confirmed immediately.  
 Any help would be appreciated.

  I tried the same thing that I know Let's you generate a token for your page, but when I tried to do it, the person did not tag it. Besides this, I used all the permissions to generate a new access token and even though the page Need to confirm this tag.
