html5 - Webcast based website in php -

I have a customer who wants a website that wants to search through a video uploaded through search Will be able to stream from. And the most demand is that they have some events organized every week and they want them to be covered and recorded on the camera and this video will be live on the website.

I know how to create a website in PHP but I do not know what are the cameras and bandwidth requirements specifically for webcast based websites.

  In addition, What are the requirements and methods for a website that can stream videos uploaded to the server. I am totally new to streaming video and it is not known how to do it in php.    Please tell me how to implement it.

 It was highlighted during Google IO.
