If you have more than one subscription associated with a single account, if the preceding features are enabled in the accounts, then I can see that a new management portal has the option of choosing a specific subscription to create a service. There is no way to do it. You will have to log in to the old portal and set up a separate live ID for different membership in the "user management" section and then use that specific live id to use a specific subscription to create your own website. . (Note: The preview portal is still in preview so this functionality is not yet available).
